I picked up a Virgin prepaid cellular phone from Target and, with a special sale, got the phone for free.

Unlike most cellular phone plans which require multi-year commitments and tremendous fees for using too many minutes, prepaid cellular phones allow you to top up time in the same way that you add time to a phone card. Though the individual minutes are more expensive ($.25 for the first 10 minutes of every day and $.10 for every minute thereafter, no roaming and no time restrictions, text messages for $.10 apiece) if you re not using your cell phone very often you can end up saving a lot of money. I generally end up spending only $10 or so every month for my service, which is a lot better than what most of my pals are paying.

Regardless of the service provider, prepaid cellular phones do have their drawbacks. One of the best perks my friends with standard cellular plans have is that they typically get free nights and weekends, which I don t get with my prepaid phone. The phone isn t quite as good as the phones which normally come either for free or at steep discounts with the basic plans, though my phone was free, has a full color screen, and has full internet access, so I can t complain too much. Overall, I m extremely pleased with my prepaid cellular phone, though I wouldn t suggest it to anyone who plans on spending a lot of time talking on his or her cell phone.

Despite the obvious truth, people are still marketing the mythical free cell phone reverse. It seems to have never occurred to the consumer that companies are not going to pay money to advertise a free service, cell phone lookup, or otherwise. Yet the scam continues.

We have gone over this many times, but in case you've just joined us, here is how the free cell phone lookup scam works:

A company (usually one who does not provide a real cell phone number search service), places a plant article or a cost-per-click ad advertising a free cell phone search. The consumer who wants exactly that but can't find it anywhere (because it doesn't exist), eagerly clicks to ad, and is then transported to a nice, clean looking site with a search box wherein the cell phone number she needs to have reversed is to be entered. At last, she has found what she needs.

Perhaps she is trying to catch her cheating husband once and for all. Maybe she has been getting harassing calls and needs to identify the source. Whatever the reason, she needs to identify a cell phone number, and finally, someone is offering that service for free!

First of all, the ability to lookup a cell phone number and obtain the owner's name and address from a search box on a website means there is a database of hundreds of millions of cell phone numbers somewhere-from every cell phone carrier. Yes, people actually believe that the cellular phone companies are going to give each other their customer's names and addresses. Hint: no such database exists, and never has. There are some databases, like those that possess information gathered information from the credit bureaus, that might contain some cell phone numbers, normally because some person has listed their cell phone number on a credit application at some point. But this hardly qualifies as a cell phone number depository.

So back to the target of the scam.

And having not read the paragraphs of fine print, she is unaware that the databases searched are those explained above, they are collections of data, but certainly not a cell phone directory, and-no surprise, the info is not there after all.
But she still paid for the possibility that it was there. No refunds from this scam-the fine print explained it all. As bad as that sounds, this is worse:

After clicking to proceed to the page where the cell phone number search results are supposedly displayed, the customer is forwarded to a completely different website, normally one of the few that actually provides real-time investigations of phone numbers. Here the customer has the option of paying for a service from a different site, that they thought they just paid for. This often has the consequence of making it appear as though the legitimate site-the owners of which have nothing to do with the scam site, and do not know they are involved-is part of the con.

This is exactly how "free cell phone lookup" scams work. If you want an actual investigation of a number, and need to find the current name and address from a cell phone, you must order such a search from a company that does not use databases or offer "instant results."

Everybody is familiar with 9-1-1 service, which allows you to easily contact emergency services from your home phone. But what about your cell? Emergencies can happen when you're away from home. And even while you're at home, more households are moving towards a single-line solution, replacing their landline phones with mobile.

The FCC requires all cellular carriers to put through all 9-1-1 calls, even when the phone does not have an active service contract. Individuals who have medical conditions may do well to carry an emergency cell phone, even if they do not use a cell phone on a regular basis. It is also an ideal solution for the elderly, who may be at risk while out and about. Keeping an emergency cell phone in the car's glove compartment, along with a portable charger, can help avert a disaster in case of a breakdown or accident in a remote area.

The so-called E911 (enhanced 911) service, mandated by the FCC, also requires carriers to implement a system that tells emergency dispatchers the location of the caller. This has been a part of landline emergency services for several years, and when you call 9-1-1 from your home phone, the dispatcher automatically knows your callback number and your fixed location. But on a mobile phone, there are some technological challenges. Fortunately, the cell phone companies stepped up to the plate and came up with a solution. In Phase I of the FCC mandate, carriers had to create a system that would tell dispatchers the cell phone number of the caller, as well as the location of the cell tower, which would provide at least an approximate geographic location. More sophisticated location detection technology uses GPS-enabled cell phones to determine the location of the caller in an emergency.

Phase II, scheduled to be fully implemented by the end of 2005, goes a step further by providing Automatic Location Identification (ALI), with precise latitude and longitude of the caller, to the emergency dispatcher.
